After serving eight years in USAFSS (1958 - 1966) as a Linguist-Analyst, Luther was recruited and employed by the Department of Defense-NSA, where he spent the next thirty-two years, having attained the rating of Master Linguist, the highest rating a linguist can attain the NSA's Technical Track career program.

During the period, he spent a year (1968-1969) at the Foreign Service Institue in Taichung, Taiwan, engaged in an intensive course in Chinese Mandarin, gaining a fluency equivalent to that of a native Hgh School graduate. While with the Agency, his postions ranged from Desk Linguist-Analyst to Division Chief.

Upon returning to the U. S. from his studies in Taichung, he entered the University of Maryland where he graduated magna cum laude and earned his Bachelors Degree in Chinese and East Asian Studies. In addition, he was inducted into the Phi Kappa Phi Honor Society.,

His final position at the Agency was that of Senior Level Expert, Technical Linguist-Analyst and Senior Language Advisor to a major organization within the Operations Directorate of NSA (GS-16 equivalent.) During his career, he served five operational tours of duty in Asia.

During his long and successful career, Luther earned the Meritorious Civilian Service Award, NSA's 2nd highest award, and was honored with the Order of National Security by a foreign partner organization. As you might expect, having lived and worked in Taiwan, Luther had a love and passion for the Taiwanese people and culture. He met and consulted with people at the highest levels of the R. O. C. military. Luther's passion for China never diminished. A natural evolution of his work career was the business he started, Sino Consulting Services.
On top of all this activity, Luther also directed the annual Yale IFEL (Institute for Far Eastern Languages) reunion held in Laurel, MD.
